If you hit an automated taxi, you would 99% of the time be found at-fault since there are over three dozen sensors (multiple sets of lidar, radar, ultrasonic, and optical, some of them redundant) collecting data showing the taxi did nothing wrong.
As for automated trucks, delivery trucks, maybe, but you'd have to destroy the equipment on board, since there are most certainly optical and infrared sensors on there that can and will ID you if you try to interfere with normal operations. But, delivery trucks (like UPS) are likely going to be one the last ones to go fully autonomous, if at all.
What they are really talking about is trucking, a.k.a. freight trucks that drive from one warehouse/port to another, and that most certainly can be automated. Once it arrives at its destination, it just needs to be unloaded, refueled, and then reloaded, which can also be mostly automated with some human oversight, but that will likely come later. Automated freight trucks have already been on the road in testing for over two years now and are likely going to be the first vehicles that go autonomous.
