Liability, ie "Responsibility", follows the owner of the car. This is how it works today and that is how it will work with self driving cars. You are liable for your car even if you're not driving. That is how it works TODAY. RIGHT NOW. Self driving cars won't change this.
Honestly, people like you sound like they simply don't understand how liability car insurance works. Maybe because you've never had to buy it because you don't drive?
