It's simple, they can't do art because they don't want to invest the time and effort into growing the skill. Maybe the barriers are time management related, maybe they're disabilities, or maybe it's just laziness. So far, I have yet to find anyone who truly wants to do art and has been unable to do it through no fault of their own. Maybe you lack the dexterity for pen/paper drawing, but maybe that means you need to look at a different medium. Carving, pottery, painting, digital, sculpture... art comes in so many genres, you just need to find yours. But you know what every artist can do that no "ai artist" can? Reproduce their work to a reasonably close standard. You're not creating art. You're punching in terms and rolling dice. If I ask "can I get the same picture as before, but with Subject A and Subject D switching places" you won't be able to do it, because you've lost that token and the program won't be able to do it the same way again.
