I think something that gets overlooked is how China may surpass the west in this industry as they already have the energy infrastructure and are managing to get by quite nicely with their older semiconductor technologies.
Conversely in America the creation of big data centers is straining the states where they are being built. People really don't want these monstrous structures in their locale but the people they elected to make their lives better are siding with big business, giving them massive tax cuts and allowing them to do whatever they want. The power bill of the average citizen is sky-rocketing, and water use by data centers is also of great concern.
Just saying that you have to beat China is pretty stupid when in essence you are throwing your own citizens under the bus to get ahead in the AI arms race. This begs the question as to why you need to win the race. Its certainly not to make the lives of everyday people better because your current (and past) actions clearly demonstrate you don't give a damn about them.
