There two tendencies in the latest years:
1.) The cities are more and more equipped with surveillance technology formerly just applied to criminals: CCTV everywhere, biometric information in the identity passports and what formerly was electronic footchain, now every smartphone does for the police by telling the location of everyone carrying it around... So what tells this about the citizens? A society, that equips the cities like prisons, has a high confidence in the criminality of it's inhabitants. They are criminals not yet detected. At least it has high focus on that aspect of them. There is no better proof of mistrust.
2.) On the other hand, state and society exposes the citizens to risks like there would no evil exist. By demanding giving away personal data and storing it. By accumulating data that allows impersonating everyone. There is a mentality like if we all are naked, we all are free.
So if the group of inhabitants consists of a certain percentage of criminals that justify that amount of surveillance. Why should one assume, that this won't apply to the subgroup of supervisors too?
