if you don't want people & models to look at or learn from your work, don't post it online for anyone or anything to see, it's your responsibility to require a license
even if they got the government to change the law there would be no way for them to enforce it, you would have to force them to make it illegal for AI companies to access websites without a license, realistically they could only do this if they required everyone to get a license to access the web
