The problem with 5 is for that to happen and have it be fully trusted it would require no accidents. That in turn would take there be no normal human controlled cars on the road anymore and all of them bring in communication. Forgetting the logistical nightmares, nobody would script completely changing out the world supply of cars to fully self driving over night without proof it would work. But the prof can’t be gotten until it’s been done, so it’s a bit of a chicken and egg situation. And any partial implementation poses the risks that others have brought up over accountability, glitches, safety, etc.
