It is true though to an extent that AI in the age of propaganda warfare is this age's Warhead technology. It's a game changer to the point where you cant stifle it too much or those that you KNOW wont regulate it and WILL abuse it to their advantage, even to manipulate foreign citizens against their own governments is a real risk. It can go either way. Towards republicans, or democrats and no doubt america could/would misuse it just like any other country. Everything in the future WILL depend on who is writing the algorithm raising the populace, because they have control of the wheel. China is far more unregulated than they let on. They are only highly regulated on their OWN people just like with every other current regulation used on their own people to withhold from the people any views or information, no matter how accurate, that make the CCP look overly bad in any way.
AI is pandora's box and it's already been opened. There will be no going back. It's better in the long run to have the best trained AI systems/infrastructure in the world on your side.
