"We have to beat China" is shorthand for "We have to make sure Nvidia and Dell make their megaprofits and we can't do that if China makes cheaper, better AI that runs on less expensive hardware." Sinophobia and the new Cold War with China is 1000% about protecting US tech monopolies. If they can instill a sense of dread about a coming wave of AI dystopia from China, they can manufacture consent to reregulate the industry and funnel trillions into AI data centers in the US that will make mountains of money for US tech companies. And those AI data centers will host the infracture for the software that will be used to create (and is already creating) the AI dystopia they're accusing China of.
