The only way to "deal with" deep fake porn the way they want is to outlaw collages altogether... An entire category of art, with significant ramifications for all creators.
There are already mechanism for dealing with it other than outright bans, with civil remedies for financial damages etc.
It sucks, but if you Choose to plaster images of yourself everywhere then there are Consequences.
