I also didn't understand the AC-3 algorithm. There was no conditional ("if"-statement) before the first Revise instruction and there was no way to increase X domain after the revise had been executed. The revise would decrease X' domain. But the solution could have been that it was Y domain that needed reduction for the entire arc consistency graph to remain solvable. It seems that you might head down different solution paths the outer loop encountered X before Y rather than Y before X.
