It's similar to what happened with the E-Scooter/micro mobility companies: let's just dump our stuff on the streets, let the people find out, and then we can lobby politicians to keep our stuff and give us protections.
Nobody's debated or prepared for autonomous cars yet, so there's no laws on the books, hence why there's no punishments or issues brought to the company. By beating out regulation they can run their beta tests without anything coming back to them.
