It sounds like clear objects, such as glass or plastic, are a risk factor because they let the signal go through them. I've had Uber rides in Tesla cars. One driver warned me to be careful with the door because it is easily damaged. From experience, drivers do allow themselves to be distracted more in a Tesla than any other car I rode in.
For people who are responsible for the care of others, this has ramifications beyond injuries and lost pay. If I was injured, my mum would have to be put into a senior care facility. There's no money available for that. The thought of being considered nothing more than an NPC in The Simpsons: Hit and Run game has me extremely PO.
This is similar to why they no longer put automatic seat belts in cars. There's a clear warning that both parts are necessary for safety. People often neglected to fasten both belts. There are many reasons why a person might forget. Car manufacturers could do one of two things. They can just blame the customer. They can eliminate the unnecessary two-step seat belts. Fortunately, the latter happened eventually. Natural human behavior is important to consider in safety designs.
