War is not a sport to be governed by rules.
The Victors will never be considered to be in breach of rules. Those that are demonised will always be in breach of rules & tried for war crimes.
In an age when the battle lines between civil & military populace is blurred as many soldiers fire when embedded with civilians result in attracting counter fire automatically results in civilian casualties.
Wherever area weapons are used, especially in built up areas, civilan casualties as collateral damage is always a possibility.
The ultimate aim of any War,
Is to prevail over the foe by any & all means.
Achieving such aim in War is not a humanitarian mission & rules framed for such purpose can hv no real result.
