A lot of misinformation from the comments, this is not asking for regulations so nobody else can have an AI startup, what he seeks is regulation past a certain capability threshold, i.e. If you're working on an AI that automatizes menial chores, go on; but if you're working on an AI that can manipulate or influence human thoughts or behaviors, then it should be closely regulated both by internal and external audits.
