I only believe that other people are conscious because we have a collective, unspoken trust about it; we take it for granted that others of our species are conscious. In fact I don't think I've even thought about it before.
I will never trust robots in the same way and will therefore never believe that they are conscious even when they claim to be.
Perhaps I believe that a being has to have a soul in order to be conscious and I have no expectation that a robot will ever have one of those.
