I think most of the western misconception about this actually comes from a weird combination of the old red scare, the semi-old libertarian opposition to Bush's Patriot Act, and the new mass hysteria against the computer vision (and later ai) technology breakthrough in the 2010s.
It's not entirely a psyops waged with clear pragmatic geopolitical intent, because unlike the case with the uyghurs the media clout wasn't followed by any concrete political actions by the establishment leaders.
