How can one even consider the question of "Does AI have consciousness?" if no one has AI yet? Neural networks are not AI and never have been, due to their many fundamental problems, which have remained unresolved for years. They also lack a solution to a single fundamental AI problem. Even cognitive-symbolic systems (CSS, Symbolic AI) are not yet AI, although they have no fundamental problems. There are minor engineering challenges, but their number decreases with each new iteration. CSS has already partially solved such fundamental problems as "desire" and "motivation." They are close to solving "common sense," but "feelings and emotions" are still to come.
