We can extend existing mechanisms such as unemployment insurance and subsidized retraining. Instead of "basic income", we get paid for learning needed skills. AI can help. It could start after high school graduation, and let college count as a training option. At any time one can fall back into training mode and receive basic subsistence support as long as one's educational enrollment plus optional part-time work add up close enough to the prevailing full-time standard (which can decrease over time).
