It needs to be made unprofitable or too risky to try and "trick" people.
These cons can't just say, "You can't sell AI."
They need to say, "You can't sell AI, and if you're caught selling AI, you agree that all sales made during the event will be given to the staff explicitly to give refunds the the buyers, and you will pay a $500 fee to cover the costs."
There have to be actual consequences for the fraud.
