I believe that telegram is merely a weapon in this case, just as internet itself. However, it is really difficult to think what to do with crimes like this and there is a really strong temptation just to say: let's prohibit telegram, let's control all the internet activity. But I'm not sure it's gonna work really. And as you said, telegram is used not only by criminals. In Russia it is widely used as an alternative source of news, because no one can trust official media.
There is still so much work to be done to find an adequate solution for this deep fake problem and it breaks my heart to think how many people will get victimized before humanity learns how to deal with such cases
