Scientific improvements in weaponary have been about getting less hurt in comparison to your enemies. The ultimate form should be robot armies fighting eachother without humans being harmed at all, the economic damage is probably worse than deaths to the ability for a country to defend itself. I think AI weaponary can be a positive thing as long as it doesn't get used against humans directly.
