This is a very one sided take on the data. It does not mean that what is being reported in the data automatically translates to user intervention. It means that the data is stating it was in unavailable state at that moment in time. What made it unavailable is still unclear, period. For the folks that have had FSD in the past, recall all those times where the car tries to run into a curb, road sign, or runs a red light.
