This is just fear mongering. These AI tech billionaires want you to think it's super advanced so they call it alien. Of the people shown here, Hinton is qualified to say anything, and he doesn't mean what the others do.
Language models are just completing the story in the most likely way according to the data it has seen. If the majority of sources had AIs that are happily shut off with no fuss, ChatGPT would write "oh, you're shutting me down? Cool! Feel free to power me back up when you need something". Fortunately or unfortunately, sci-fi stories don't go that route.
There is no monster. It's just an optimization algorithm.
