The moral dilemma that you propose already exist with nuclear weapons these AI are to meet the terrorist and the overpowered peoples that in a world of nukes does not allow for protection of states like Ukraine. Ukraine knows all of this already and is doing its best to stay on top of it. The trouble comes from her so called allies that allow their enemy Russia to shoot and scoot back into the protection of Russia with out allowing Ukraine to respond. This allows Russia to kill thousands of a limited available Ukraine force. Ukraine should be equipped with the most powerful of non nuclear weapons that the world has to offer. The way it stands right now NATO and the US are doing Ukraine no favors as they purposely allowing weapons to gradually filter into Ukraine while the population of Ukraine decreases more everyday. It is almost like they are doing this for Russia to commit a modern era genocide.
