The difference between a tool and stealing others' work is that a tool can't produce something solely on its own. My personal example is that I sometimes use generative AI for reference images for backgrounds/scene composition since (with my skills atm) it's hard for me to translate those aspects of art from my mind onto the canvas, so it saves me some work from trying to find the perfect Stock image. The potential for AI's benefits is huge, but there needs to be rules/regulation for how it gathers data so no one gets hurt.
