Theft will continue no matter what. There is an idea circulating around that whoever is the first to get to AGI level will next day be using it to stop competitors from getting there. Iran won't be signing your papers, neither North Korea will, so the developed world is closing eyes on its domestic AI companies so they could have a chance in the ultimate race - again, according to this idea.
And in the meantime we're all getting poorer.
