I think the problem is more fundamental. It's just that you can use mathematical numbers for materialistic stuff like money, resources, goods, etc... But it absolutely fails to accurately give value to immaterial stuff like communities, art, people... So, trying to attribute scores to a population is akin to saying "You're a robot" or at least something in the lines of "you've just become a material commodity in the eyes of the government". It is absolutely against anything that would be viewed as humane in western communities so that's where the backlash is coming. Even though probably not many people could articulate or express it clearly like that.
