Experts from every discipline, including ethics, philosophy, the humanities and theology must be consulted. Established ethics, aligned with the public good, guided by natural law, our rule of law and Constitution, must be enforced. The real decision makers and regulators must be identified. A system of penalties, under federal criminal law, including fines, limitations and/or imprisonment must be developed. The practice of AI development must be allowed and licensed only under strict regulations, reflecting the public good identified and enforced from an ethical, multi-discipline perspective. The blue print is already there in medical ethics. There were more regulations with criminal penalties to address copying movies onto a video tape than the industry that threatens human extinction. In hindsight, I don’t believe the Internet should have been allowed to develop without regulations that might have stemmed the explosion of crime of all sorts it has enabled. If we allow AI the same freedom, we will live with similar regrets.
