In Europe we call these "ANPR Camera's" a.k.a "Automatic Number Plate Recognition Cameras."
We've had them for decades, and they flag when you're missing insurance, tax, stolen cars, etc.
But in most countries in Europe they don't check speed, traffic or other traffic violations. We have entirely separate cameras all over the place for all of that type of enforcement.
