I am very moved by this material and I wholeheartedly support your proposal for banning AI. We need more widespread awareness and a refocus on regulating AI. That being said, I think you should understand that AI is not going away by regulation in this way. In the same way that nuclear arms treaties slowed the development of nuclear bombs but didn't stop the entire world from arming themselves with nuclear bombs, an international AI ban treaty will not stop the devlopment of AI. We are fundamentally in an AI arms race already. The risk of failure in this arms race is too great for a nation to choose to be left behind.
