Im not done with the whole video, but regarding parts where Regulations where discussed.
I don't realy understand who you are trying protect. There was the argument that regulation should protect the customer from fraud, false advertising etc. The problem is that as a customer I don't think it is fraudulent or false advertising to just use AI to create an image.
Lets say im playing a video game and there is 2D art works in it. Does it harm me if the images were created by an Ai? I say no, depending on how good it was made, i probably won't even notice, so whats the harm im needed to be protected from? And if the quality is bad, thats not an Ai problem, thats a quality problem which can happen if it was made by a person as well. Same goes for other arts as well, if im just browsing any gallery if i like what im seeing it doesn't matter how it was made, and if i don't like it, i just dont look at it, or dont follow the artist.
The only time i would say it could be fraud, is when one explicitly states that no use of AI was involved in creating an artpiece, but it was. But i think the damage done by that is so miniscule that we don't need regulation for that.
Just my two cents about regulation from a consumer point of view.
