Imo consciousness is more abstract than that, like talking about parts of a whole.
I think AI now is more like our DNA than like us. Most people agree its not conscious, but structures that can be built with it will undoubtedly be complex enough to show consciousness beyond reasonable doubt.
It could also be used to, you know... make a banana, which isn't conscious but still good :)
