well the military tried to turn human soldiers into robots starting with the vietnam war, when they realized that not everyone accepts the "programming" they are forced to escalate. Military doesn't want compassion or human decision making. when these governments put you on the kill list, you'd better be killed. They don't want some person using their brain to figure out that the people who are targeted don't deserve to be killed, and most likely deserves to be helped.
