The ban would be completely futile. Every nation capable of it 'will' research it whether the ban is in place or not, so it just becomes an exercise in who can operate in the most clandestine manner. They're right when they say it's the new nuke, in that it's the next iteration of mutually assured destruction. AI's on the way whether we like it or not, it's too lucrative and effective for any nation with skin in the game to ignore, so rather than trying to bury our heads in the sand the best bet is to be the cutting edge that develops the best AI. Welcome to your new space race.
