Unfortunately, it is truly unknowable if AI will achieve consciousness. I assume Roger Penrose is conscious by his actions, but I can never peer into his head to truly find out. We simply do not know. This is as unknowable as what occurs inside a black hole. But I feel this is irrelevant. AI can out-process us by orders of magnitude and so regardless, it is substantially more than just an answer machine.
