It may be impossible to prove consciousness. I think what this video is asking is, when will we know when AI is self-aware. Consciousness does not require a reaction, it simply requires a thought, whereas self-awareness is a response to an environmental pressure. This is why many physicists today believe almost everything is technically conscious, but not self-aware.
