The concept of competition as "arms race" as a realist principle within international relations theory entails nation states race each other within an anarchic world for balance of power. Idealists within the international relations paradigm advocate for complex interdependent relations between states. It seems that the algorithms will mirror various top level theories which is the primordial construct for any state. However theories are based on general models that develop new theories. Therefore dispositional AI centric states seem to be very difficult to constrain for anthropocentric concerns because AI is rational and a series person who can construct models of the world that assists their form of life.
