Having cameras doesn’t stop crime. Enforcement does. China’s camera system works because if you break any traffic violation - you are immediately and automatically fined. There are no tiers of justice. Alternatively, you can go a Japan route which relies on actual community building in raising children and throughout adult life where people do not commit the same level of crimes. UK has cameras and still has a bunch of crime because cameras aren’t an actual deterrent at mass.
