It could eliminate all federal taxes and still fund basic economic rights including universal healthcare, universal education, universal income, and universal housing. Wealth cap individual capital ownership with productive physical asset reclamation and division of shares amongst the workers of those companies with the previous owners compensated at fair market value. Fund AI/automation. Build infrastructure around it. Fund retirement packages for job displacement. Public banking. Money is a public utility.
