AI targeting is a tool nothing more. The commander is responsible for everything that happens under his/her command. To follow an unlawful order is a crime on to itself, regardless if they had a "get out of jail free card" or not. End of story. The fact that this things as well as many other is appalling at the very least. Firing on these boat in the first place could be considered a crime as it was not done in US waters.
