To your questions I'd say no to all of them. Deepfake and telegram are not the problem here, and the dude is unlawfully detained. What is the probelm, is plainly shown when the kirean authories state that they will band-aid the issue by going after deepfake. Go after blackmailers, bullying and harassment. The Korean government seems to be corruption maxing for a long enough time, that the effects have already been seeped to the cultural level and noone respects any law or authority now.
