Woa - no. Give a human some calories and it can be up and running without electricity at 120 to 150 IQ, easy. (I know the average is 100, but, etc.)
A 150 IQ AI? Thats a lot, a whole lot of decades and megawatts to get to this point. Human intelligence is superior if on efficiency alone.
