Listen - It's not too late at all.
Companies own these so called AI systems. Hold the companies liable for whatever malicious thing the AI is being used for and/or have them put limitation on how it can be used.
Just like right now if a Hosting Company is known to have and promote Child Porn they will be prosecuted thru legal procedures.
Now, have the companies like Google and whomever else owns these systems put limits on their AI. It's that easy and if they don't then guess what? They can be liable for whatever that software is doing.
BTW - By Bad Actors they mean Hackers, Scammers and Spamers or in other words the Russians and/or Chinese government would use these systems to cause chaos on-line.
