Humans love an arms race, regardless of if it is to our detriment and I see no reason why ChatGPT would be an exception. China's Alibaba (now basically the CCP) have already started work on their own. Technology like ChatGPT may seem fairly benign but it's possible applications in the wrong hands are far from it... What this could do to how propaganda works is really quite disturbing.
