The people behind this 'paper' are policy wonks, not AI researchers. To call it a report or any form of research is therefore misleading.
It's imaginative and they're right that safeguards need to develop alongside innovation, but this is largely a cautionary piece of Sci Fi (which is what so much of Sci Fi literature generally is).
