I think it is more sophisticated than that. Using *any* brush or adding a drop shadow is the same thing, only it is a more simple generation. I am not saying the guy is right, I am saying using "add" on a calculator is the same as using "cos". Calling one of it cheating, because it is more complex is weird. Technically you can create images by scripting, so writing code that your tool understands, and generates a picture. So yeah, AI image generation does not differ from using any software to create an image, it is just has more heuristics, and have a scripting language a 7 year old can use. That does not make you an artist though :) On the other hand, the machine is unable to produce the "art" without your prompt, so it indeed has a creative process. A simple one, sure, but still there is.
