On the city of Bamberg and the Chamber of Commerce guy, that seems like a real example of 'car brain.' If you've ever been to a city with anything like a 'downtown main street' that's actually thriving, you lots of pedestrians. A peak downtown will have so many pedestrians that the cars are stuck slowing down, or not even driving there.
And likely the people driving on the road were just going from some point outside of the small town to another destination. I don't get why a city would blow money making things better for people who don't live there.
I also feel like the people behind this 'self driving cars will fix anything' don't seem to think of the people outside of the car.
