Ultimately the technology is never gonna go away long term, so I think the best way to make it work for us and work with us is by still hiring truck drivers to drive the routes pass laws that states that if theres a worker that wants to drive the route then they have to prioritize the humans first. However no ones to drive 24/7 so in the event that there isn't any workers to take the route I think it's perfectly reasonable to have a self driving truck take it instead (As long as it's done safely) but as long as theres no workers that want it and it's not because of low wages or you're not hiring anyone.
Also to be honsent we should bring back freight trains like the local ones that go to business it's way more efficient then trucks in the first place. A lot places could of been serviced by trains instead and its much better for the environment and would actually hold more jobs the answer isn't always trucks and we need to stop thinking short-term but this is another topic all together though.
