The guy is right that the distinction between actual sentience and ai will be extremely small. We have a test to determine sentience but I think hes driving at that because all that it takes is convincing the examiner in a turing test to be considered sentient and that there could be near sentient ai that could be percieved as sentient and true sentient ai as being dismissed as near sentient. These problems will be huge.
